you have to have a custom firmware so you can get access to the psp's flash memory. then you can download themes off the net and replace old crapy ones with the new ones. you can also get custom icons and gameboots too. pretty cool! so i would suggest downgrading to firmware 1.5, then upgrading to custom firmware 3.03 OE-C. then you can do all the hacking you want. check out this site %26gt; www.pspcrazy.com
